Bug#488886: marked as done (tzsetup-udeb: Should report error when no time/zone debconf value is present)

I discovered thus with Debian Edu, because the time zone is not set
during installation.  The /etc/timezone file is empty, and
/etc/localtime is missing.

The d-i script /usr/lib/post-base-installer.d/05tzsetup script assume
that the debconf value time/zone is set, and will fail if it isn't.  I
would recommend it is changed to not do anything when the value is
missing, or perhaps report a warning to the log, instead of removing
/etc/localtime and creating an empty /etc/timezone.

Should tzsetup-udeb depend on clock-setup?  I'll test and see if the
Debian Edu installer work if I run clock-setup before
base-installer. :)

This bug was fixed in the above version by testing time/zone before
setting the /etc/localtime file and time zone info.
