Bug#597498: keyboard-configuration: HAL is still mentioned in comments of `/etc/default/keyboard`.

/etc/default/keyboard didn't exist in lenny, and modifying non-conffiles
on upgrade is error-prone (you don't want to undo local changes), so
that's very unlikely to change IMO.
