Bug#571053: Source package contains 50MB of .debs in bar/var/cache/apt.

The 1.0.21 tarball is huge:

  -rw-rw-r-- 1 twb cyber  55M Feb 22 14:33 debootstrap_1.0.21.tar.gz

This is because it contains a bar/var/cache/apt/archives directory
with 127 amd64 .deb packages in it.  Since I find no relevant mention
of the phrase "bar" in the changelog, I assume this is a cock-up.
