I tested this problem on multiple systems. Heres a snip from

This bug was for some reason filed on debootstrap, rather than
on base-config, which contained apt-setup.

In the meantime, base-config has been removed; apt-setup has been
removed from Debian and is only in d-i, and d-i has changed to
configure sources.list with release codenames.
