And if the current solution really is the only way to do this, then IMO
the file should be at least be kept compressed at all times.

BTW, it seems to me that for c-s to become a real success on the desktop
users will need to be able to configure it using a configuration dialog
that is integrated in their desktop environment, not through debconf.
If that is not done, users will simply continue to use the keyboard
configuration tools that are included with the desktop environment, like
the Settings/Regional & Accessibility/Keyboard Layout option in KDE.
Maybe something for a few Summer of Code projects.

Another thing is that it is natural to think of a keyboard as Dutch,
French, American, .... For American that means you will naturally look
under "A" and not way down at the other end of the list under "U".
