From tzdata, there are 16 time zones in Brazil, while we only list 15 in tzsetup. America/Noronha, America/Belem, America/Fortaleza, America/Recife, America/Araguaina, America/Maceio, America/Bahia, America/Sao_Paulo, America/Campo_Grande, America/Cuiaba, America/Porto_Velho, America/Boa_Vista, America/Manaus, America/Eirunepe, America/Rio_Branco The missing one is America/Santarem. These things are really tricky as, indeed, we need to add the various regulations about DST. So, I would actually rule out for following tzdata exactly and if it has 16 timezones listed for BR, we should just list them and that's all..:-)
