Bug#509791: debootstrap: Debootstrapping on non-Debian is not documented

Example in the man page does not explain how to create a Debian chroot on another system. It starts supossing that debootstrap is installed, but IMHO it should start explaining how to download and
install it in a non-Debian system, since it is one of its core uses.
