To make this a bit more clear, here's the diff between packages pulled in 
with the old and new code:

So, we actually pull in 2 _extra_ packages and lose nothing.

Note also that _all_ packages defined as "key" packages now do get 
included on CD1 (ttf-sil-abyssinica is a key package; ibritish is not).
