Sigh, it seems that someone has screwed this up since it was originally
written. I see no need for the separate queue files.

As far as I can read, this has been solved in
debian-installer-utils 1.27:
  * register-module:
    - don't create parameter file if there are no parameters
    - keep order of parameters
    - avoid errors during script execution

Please reopen if I am mistaken.
