This is not really true (anymore?). In theory an anna-install can still be 
run at any time, and currently we do so in quite a few places (mainly 
partman).

Other complication is that in several places the contents of /cdrom/.disk/ 
is checked and that is currently assumed to be available.

It could still be done, but then we'd need to implement some kind of media 
check and prompt to reload before actually accessing the install medium. 
Having this would simplify for example multi-CD support.
