The Debian udev-udeb already contains a script that copies persistent 
rules to the target system.

Currently this is done in post-base-installer.d, but #433935 was filed to 
move it to base-installer.d. After that has been changed, the code that 
does the same in netcfg's base-installer script should be removed.
