During installation of Debian, once the local is selected the time zone
choices are limited to the local previously selected.
A user/installer may be in a foreign country and are required or want to
set the local to her/his country while setting the time zone to the
current country.
I think its best to remove this restriction and allow the user to chose
whichever local and time zone combination they want.
