The netinst CD _does_ contain all packages needed to install the base 
system. When installing using a netinst, you do not need a network 
connection until after the reboot.

Why is the CD not available?

If you want to install the base system from the network (but I do not 
understand why that would be necessary), you should use the businesscard 
CD image.
