Yes, that's the explanation.
I would not recommend skipping 2nd stage because at this moment
base-config is kinda part of the install process.
Moving some parts of it to 1st stage is among the planned features but
not achieved.
I think you'd better preseed the questions if you want to skip some of
them and, anyway, the user creation is optional as well as exim
configuration.
