Maybe, yes. I was actually wondering the exact same thing yesterday
evening while having a closer look at this bug.

However, actually, localization-config is useless for en_US installs,
so one could think that installing useless software in the base system
is not exactly The Debian Way....

Advices, others ? For sure, installing l-c *also* for en_US installs
would simplify that part of the code which is quite prone to logic
errors.
