This issue has been identified a long time ago and is listed as an errata.
The error is somewhere in the bootloader configuration on the images.
As the error seems specific to certain types of machines, we (the general 
d-i developers) need help from you (developers involved with the hppa 
port) to identify exactly what is missing in the bootloader config and 
which images are affected.
After that, changing the configs for 3.1r1 should be relatively easy.

It is not possible to change which drivers are compiled in and which are 
compiled as modules: d-i uses the same kernel config as the general 
kernel and therefore is frozen for stable.
It should be possible to change which modules are included in udebs and 
that could make a (probably minor) difference in the size of the ramdisk.
