base-config has no ppp dependencies, no exim dependencies or conflicts,
and its tasksel conflict is appropriate, since it will work without
tasksel, but will fail with the old version.

I don't understand why apt wanted to change anything except tasksel,
but that's what apt's problem resolver debugger is for I guess.
