It's not bogus at all; it's a perfectly valid result of installing a package
from one suite while you're running another.  You almost certainly need to
be doing a dist-upgrade here first, before trying to install the etch
version of base-config on a sarge system, or else specifying on the
commandline that you want both base-config and exim4-daemon-heavy to be
installed.

I'm not closing this bug just yet because experience with sarge showed us
that excessive conflicts could be a source of problems when upgrading
between stable releases, so this may warrant further investigation.
