Are you calling Belgian keyboard for Dutch/Belgium a strange keyboard
layout? I hope not.
Read the last paragraph again; that also only suggests changing the
selection of the default keyboard, nothing more.
A decision on whether to depend on only country or the combination
language/country should be taken when work on that bug is started. (Note
the word 'primairily' in the last paragraph!)
IMHO that bug covers exactly what you were asking for.
