This bug was introduced with the following change in version 2.23 of
base-config:
* Kenshi Muto
- Load fbcon.ko for Linux 2.6 framebuffer. Closes: #247238
If we cannot figure out what's wrong, I suppose I can back out that change. :-(

This makes no sense to me, those are the same modules that base-config loads.
