Bug#231219: kbd-chooser: question should be skiped when using serial console

When installing from a serial console, the keyboard chooser question
makes no sence. Combind with the bug in the sun keymaps that make no
choice usable, this is irritating in that d-i keeps trying to ask this
useless question over and over.
