Bug#178615: rootskel: Package should not be platform-dependent

The autobuilders seem to build rootskel just fine, and produces
packages containing the following files:

But none of these files and directories seem to architecture
dependent.  Why is the autobuilders trying to build this package?  I
suspect the package should be changed to arch: all.
