When setting debconf priority to 'high' while testing d-i install, the
main menu is one of the, as the menu priority is 'medium'.  This is
all nice and correct.

But when one of the menu entries fail, the same menu entry is
automatically retried, and fails again.  This will loop forever.  When
a menu entry fail, the menu should appear and let the user choose how
to continue.
