The utf-8 packages are the ones you need if you are building with 
lang-chooser in your config file (the default). If you only need one
language, try turning the lang chooser off and installing the 
non-utf8 packages.

BTW, I think there are easier ways to accomplish your purpose, unless
you're just curious. There are instructions on how to use your own
kernel in the manual (towards the back).
