Bug#162429: modconf: No user interface for modconf

Hi,

I can't reproduce this.  Can you please change the first line of
/usr/sbin/modconf to:

#!/bin/sh -x

(that is, add a -x so we can see where it is failing). And mail the
output to this list. Something like:

# modconf > modconf.log 2>&1
