For selecting the most appropriate download mirror (in terms of
geographic location) make a guess on where the user could be located. This 
guess could be derived from the chosen installation language or the timezone 
setting (although TZ is set after the base installation AFAIK).

Example: If I select German as installation language it's quite certain
that I live (am located) in Europe, either in Germany, Switzerland or
Austria. Other European countries typically don't use German as their
language.

Of course if someone living in Australia would want a German
installation then he could switch the default mirror (in this case
Germany [http.de.debian.org]) to Australia manually. It's just that the
majority of users doesn't have to change the mirror by hand. And it saves 
plenty of bandwith for everyone.
