You're confused. Since libnewt-dev is part of the dependancies of
boot-floppies then it is checked for when you install boot-floppies
and when you run make check.

It does.
The problem has been fixed by newer libnewts. I'm not willing to try
to version all our dependancies. Can we move on please??
