It's not debian/rules that is broken. dpkg-genchanges cannot handle packages
that are not in debian/control (as in marking them as arch specific, or arch
all).
Wichert, I'm going to hack this out in dpkg tonight. Is the HEAD branch
still potato, or is there a potato branch?
