DHCP takes longer than 20 seconds

/usr/src/boot-floppies/utilities/dbootstrap/po/C.po says 

    "Trying to get network configuration using DHCP/BOOTP...\n"
    "\n"
    "This may take up to 20 seconds."

However, on my system it usually takes about 75 seconds(!).  Perhaps
the message should say

    "Trying to get network configuration using DHCP/BOOTP...\n"
    "\n"
    "This could take a minute or two."
