Bug#59821: base_2.2.tgz contains improper perl installation (debconf fails)

Hi,
after installing from the unoff kando iso images from 3rd March and tasksel
the apt-get afterwards fetches files and then fails to begin installation
due to an incomplete perl5 installation i suppose
