There is a parallel version of make:

Unfortunately, it's not the same as
http://packages.debian.org/unstable/devel/pmake.html

Cook seems to support parallel makes:
http://packages.debian.org/unstable/devel/cook.html

There are also some task packages which might be worth a look.
