diskless machines

Hi,
I have working bootable diskless machines here.

Can I simply export /usr to all of them and hence make all the stuff
available to users.

Or should I be doing something like a
dpkg --root /var/lib/diskless/default/root -i ...
for all packages to be made available on the diskless machines ?

For example, if I export /usr, and start emacs, it looks for /etc/emacs,
which doesn't exist, and hence emacs won't work, unless /etc/emacs isn't
copied to the root dir for the diskless machines.

Whats the right thing to do ?
