Ah, great, it shows in buster-backports now.

And after an apt update, it has installed successfully.

So I'm clear, is this because the node-webidl-conversions package 
has just been added to buster-backports? I see the source package 
seems to have been, according to 
https://tracker.debian.org/pkg/jsbundle-web-interfaces
but I'm not very familiar with all these things.
