If packages would be uploded only in the moment they were installable that might make big tasks like backporting KDE possible, but at the same time would allow other things to fail nearly silently.. M

AFAIK the compilation queue can be several days long. If one package can be only built with knowledge from the other that means a several-day-long delay even if in the moment a package has been compiled a maintainer is available to feed the queue with the next.
Additionally packages often are reviewed after submission.
