FWIW, it looks like cmake 3.16.3-1~bpo9+1 was incorrectly uploaded to
stretch-backports instead of stretch-backports-sloppy (buster/stable
has cmake 3.13.4, bullseye/testing has 3.16, so it is stretch-backports-sloppy material; and there are already required libarchive13 3.4.0 in
stretch-backports-sloppy).

(I guess, 3.16.3 should be moved/reuploaded to *-sloppy and
stretch-backports reverted to 3.13.2 (or updated to current version -
3.13.4))
