Request to backport wireguard

Hi,

The Wireguard vpn package has been increasing in popularity[1].
However, the current installation instructions, both from wireguard
upstream AND on the debian wiki[2], recommend enabling sid on a stable
system and using pinning.

This seems like a clear candidate for buster-backports, both to fill
demand, and to hopefully avoid any unnecessary broken systems due to
users only partially following the current install instructions.
