documenting build-dependency guidance for backports

Hi folks--

I've proposed the following edit to the backports website here:

https://salsa.debian.org/backports-team/backports-website/merge_requests/4

-------------
diff --git a/Contribute.mdwn b/Contribute.mdwn
index bff037e..a59924d 100644
--- a/Contribute.mdwn
+++ b/Contribute.mdwn
@@ -112,6 +112,9 @@ stretch-backports-sloppy as the target distribution.
   this is **not required**.
 * Do not lower the standards version, it is just useless.
 * Do not add lintian overrides to suppress the 'wrong-distribution' warnings.
+* Build-Depends: on other backports only when they are common baseline
+ build dependencies (e.g. backported versions of debhelper are OK),
+ or when specifically required by the package being backported.

 ##Security Uploads
-------------

I think this describes current practice, but i'm realizing that i can't
find it clearly documented anywhere, so i thought we might want to write
it down.

Whether you think that's wrong or right, i'd appreciate feedback!

all the best,
