you file a bug against release.debian.org using the 'stretch-pu'
category and then attach the debdiff between the current version in
stable and the version you want to upgrade too.

best you use reportbug for this, as it will help to get the meta-data
right.

also if the debdiff is too big (40k iirc), the mail/bug will not be send
to the release list. in this case better include the "debdiff|diffstat"
output when filing the bug and then reply to the bug-confirmation mail
with the actuall full diff.
