Recent systemd stretch backport breaks sysvinit



Hello all.

On a system running stretch-backports and sysvinit, the recent systemd
backport introduces a conflict with systemd-shim.

  Package: systemd
  Version: 239-7~bpo9+1
  Breaks: ... systemd-shim (<< 10-4~), ....

There is no systemd-shim version 10-4 available either in sid or
experimental.  The latest is 10-3.

Upgrading systemd would result in systemd-shim and sysvinit-core being
removed.  See transcript, below.

I think this kind of breaking change is not correct for backports.
