Bug#897934: bugs.d.o: don't inform maintainers about bugs in bpo versions if bpo-uploader not listed in maintainers or uploaders

hi bugs.d.o maintainers,

this thread (which now became this bug) started with wondering why bugs
in packages in $suite-backports should not be reported to the BTS.

I've just checked and there's no bug against bugs.d.o with "backports"
in it's title, thus filing one:

bugs.d.o should not inform maintainers about bugs in bpo versions if the 
bpo-uploader is not listed in maintainers or uploaders. It should
however mail that uploader.
