I just realized the issue you reported is with wheezy-backports, not jessie-backports. I don’t have the time/motivation to support oldstable-backports, only possibly stable-backports.

Is anyone interested in having 3.0.12+dfsg-4 in jessie-backports, and/or doing the work for fixing the wheezy-backports issue?

This is actually a bug which is fixed in freeradius 2.2.5+dfsg-0.2 in
stable. I suggest this version is backported instead of freeradius being
rebuilt.
