This is very unfortunate :(.
In that case, just dropping the whole dance with $(DBGSYM_EXCLUDE) and
building an empty -dbg package would help dak. But that would create
quite an ugliness in unstable :(.
Anyway having unversioned Breaks/Replaces in unstable would allow us to
have old-style -dbg in jessie-backports.
