What Thomas ment here, is that all parts of Openstack Kilo are now
accepted into Debian. A couple of them needed to go through NEW due to
new binary packages, as they now support python3.

As per backports policy, we will only upload packages to backports, that
reached testing (sorry for my one overlook...). I am pretty with you
that even though i am involved here with my DSA hat, we should not do
"the DSA exception dance" here.
