Notable userbase requirement



The Basic Rules [1] includes:

 * Please only upload package with a noteable userbase.
   User request for the package may be an indicator.

How strict should this rules be interpreted?

As discussed on the debian-gis@ list [2] I'd like to maintain some GIS
packages in jessie-backports. Among these packages are prepair [3],
pprepair [4] & python-osmapi [5] which due to them being new in stretch
still have a very low popcon score.

Would this be blocker for backports according to the Basic Rules?
