please update gsoap in wheezy-backports

Dear backporters,

Please update gsoap in wheezy-backports to at least version 2.8.16-3.
The recent version (2.8.16-2~bpo70+1)does not allow vboxwebsrv to work 
on ipv4-only hosts (and even on dualstack it forces ipv6).
