it's a build dependency (no binary depends on it), and as far as i see
it's only used in the rules file as dh_pyppd in order to compress the
ppd files. from the man page:

> dh_pyppd is a debhelper program that compresses PPDs installed under
> /usr/share using pyppd, removes them from the binary package and adds
> the needed Depends to the package's ${misc:Depends}.  

it's hard to say whether that's optional or not (the comment in the
rules file and the Depends of the binary package hplip-data, which
contains the ppd files (and has nothing added in misc:Depends) indicate
that it is, but i wouldn't rely on it.
