 I definitely do not want to defend the missing communication (which is
something we really should get fixed in broader areas within Debian, too
- having to point out to play well with the other contributors shouldn't
be something regularly needed to get pointed out *sigh*), on the other
hand I do appreciate someone from the regular maintenance team to be
responsible for the backport because of the hopefully natural insight
into the packaging work.

 lintian is one of those (very few) packages that have a special
exception because actually the lintian lab and ftpmasters have a need to
have them available more timely than to wait for the testing transition.
Given that they very rarely end up on end-user systems this is an
acceptable compromise.
