Creating and Uploading a Backport

I read on the backports.org website the section about contributions from "Non Debian Developer". Does this actually function like the sponsorships for the official Debian repositories? It was always my understand that only DDs could upload to backports repositories.

I would like to backport a package but I am not a DD, nor is the current maintainer of the package. I have read the NMG, Debian policy manual, as well as other Debian developer resources. The most difficult task I see is meeting a DD and getting them to sign my gpg key.

What is proper procedure here?

Thanks,

Jordan Metzmeier
