Doesn’t matter, it does not need to. In fact, having it installed
is pointless but not easily avoidable. It’s a chroot. There probably
should be a debootstrap (or grml-debootstrap *hint hint*) option for
making a chroot-only system (omit crap like udev and grub; write a
policy-rc.d; …).
