I've contacted Joey Hess to ask him the purpose of the versioned dep and if it
can be removed.
I think that the issue can be mitigated by the fact that the previous backport
(made by me if I remember well) is debhelper 5, meaning that no backported
package would have build-dep on debhelper 7 before, so the default dependency
resolver will still pull debhelper 5 from stable, and no backport can be
built using debhelper 7, even using a misconfigured build-dep resolver that
would pull from backport by default.
